Can't set up online downloads for Citi.com

I have been trying to set up online downloads for Citi but nothing happens when it opens the site and I log in. I just get a blank screen. If I try refreshing I get an error.

Quicken Classic Premier vR54.16, Build 27.1.54.16.

I've been told by support that Citibank connections are not working until further notice.
