How do I change the Sales Tax Rate on my Invoices?

I've been using Quicken Home and Business for years. Now it's updated to Quicken Classic Business & Personal. (Windows, R54.16, 27.1.54.16) Over the years, I've had to change the Sales Tax rate on my invoices, and have managed to do it, somehow. Now I can't seem to find any method to get to the Sales Tax rate editing menu. Lately I just manually change the rate, but sometimes I forget, and have to re-do it. I'd appreciate a explanation of the procedure.
