quicken wont connect to browser for authentication to citibank

My Citi accounts suddenly went disconnected from web download. I edit any of the accounts and select setup now in online services. I get a screen saying it uses Intuit to connect and info about data access. I click Continue. I get another screen saying Citibank needs to access my accounts. It directs me to "Select Sign-in to authenticate via your web browser." I click Sign-In and I get a screen saying its signing into Citibank which very quickly goes away and an error screen pops up saying Sorry it failed to connect due to a timeout or connection error and tells me to select sign-in again. This continues to fail. This is not a connection error. I tried using firefox instead of edge to no avail. Interestingly enough another quicken file which has citibank accounts in it allows me to perform this operation. It brought up the browser and let me authenticate and authorize which accounts to that file. I have been syncing all these accounts into these two files for years. This just started happening with one of the files. I tried to validate and supervalidate the file. No joy.

    ** IMPORTANT UPDATE - READ FIRST IF POSSIBLE **

    I've decided I must be looking at a corruption that supervalidate can't fix - and not a bug in the software. It's very frustrating that quicken does this from time to time. I cracked open one of my backups from a month ago and it seems to be working now. At first glance it looks like it properly downloaded the last month of transactions from citi but I will have to review them and also see how my investment accounts get updated.

    I should add that my CitiCards linkup works fine in this file. Although I know that's a separate method.

    More info… I'm digging through the cloud sync log and when I get the failure, the web page "https://services.quicken.com/institution-logins is returning an http 500 status code. When I try using my other quicken file it returns a 200 and then works. Again, both of these scenarios are trying to communicate with citibank.

    I have no idea why it thinks the ID is null. From Synclog:

    FWIW, I also noticed that the response from services.quicken immediately before the send that failed looks different than the success one (I'm not including the success here so as not to confuse things just yet. :-)

    Yet more info - puzzling. I tried again but this time I kept clicking back until it asked me to select an institution. There was a Citi logo and I selected it. It fired up the browser and connected! HOWEVER, it said no loan could be found with an 18 digit user ID. I realized when I tried again that the screen that I backed out to and that let me select Citi as an institution was a screen to setup a loan. Huh? I have no loan accounts. and I don't know where the 18 digit user id came from.
