Reconcile option not available for credit account

I have two credit accounts set up exactly the same way in Quicken (but with two different banks). On one of them I have a "Reconcile" option under the gear menu (as I would expect) allow me to track cash in and out of the account. But for the other, there is no reconcile option. Under the fear I only have "Edit Account Details" as the only option (except for Report).
What is going on? I cannot manage this account because I cannot reconcile it. Is this a bug?

@Neil Kane the reconciliation process differs by account type. Check to see if the two accounts have different account types in Account Details. Also even if you do not have Reconcile as a menu item, you can always invoke the reconciliation process by doing a "Ctrl-R"
