Downloaded Transactions not listed at bottom of Register Screen (edit)

I'm going through a gyration with Quicken Classic Deluxe (27.1.56.9) under Win 10, and when looking at my checking account, for example, I no longer see the pane on the bottom where downloaded transactions are listed and waiting on approval. How do I get that back?

The Bill and Income Reminders tab and the Downloaded Transactions tab do not show at the bottom of the register if the account has been set to "automatically accept downloaded transactions into your register".
See Edit / Preferences / Downloaded transactions / Automatically add to banking registers
and also for each account Edit Account Details / Online Services tab / clickable text "Automatic Entry is: On/Off"
