Bind Content App loaded each time with Windows

Every time I load Windows in a Parallels virtual machine, the Bind Content App asks to be loaded. See the attached screenshot. Why is this?

I agree another week gone by. This issue unresolved. ANd doing a one step update requires entering the quicken ID passowrk every time.
