Quicken hangs up when I try and active downloads

I just did a "copy and validate" and noticed it didn't carry over the account passwords so I went to the account list and I hit "activate downloads" for any account. The screen goes grey (can still see everything) but there is not dialog box. If you hit the mouse button you get the "error ding". It's like the dialog window is hiding (and I've done everything to try and find it, if it's really there)

I also tried signed out and signed back in on my quicken account as well as closing Quicken via Task manager and restarting Quicken
