Cannot open source file

Quicken promised a solution to the inabilty to back-up files problem (June 14), but none has appeared. I still get this error message despite not using icloud or Dropbox. Why won't Quicken post a solution???

Are you sure that Microsoft OneDrive is not accessing your Quicken data file in the background?
As of a certain software update in Windows 10 and 11, OneDrive was changed and now defaults to being active on quite a number of folders in your C: - drive. What is the exact drive letter and path name to your Quicken data file? In Quicken click on the File Menu. Look near the bottom of the popup for a file name prefixed with the number "1" … that is your currently open file.
If the path name contains the word OneDrive … there's your culprit.
If it doesn't contain OneDrive, the folder containing your QDF file may still be subject to OneDrive processing.
You need to configure OneDrive to stop if from processing this (and other unwanted) folder(s) or you need to move the
…\Quicken folder and all its files and subfolders to a new folder location outside of OneDrive's grasp.0
