File not copied creating archive

I have been trying to create a copy of file that only contains the last 4 years of data. I used the archive copy which begins and runs. When it completes the message on screen says file not copied. The active file has been renamed. There are no other errors or error logs.
I tried validating file before and after. there were a couple transactions created but of course that relates to another reported issue from a transaction that was previously deleted and appears to have remnants in the data file.

Unable to create backup or copy of a data file typically indicates data file damage in the currently open data file.
It could also be caused by a cloud backup program (OneDrive, Dropbox, etc.) grabbing hold of the data file as Quicken performs a "file close" operation, trying to reopen it a moment later for the next phase of the process and failing because of the other program's interference. Ensure that this isn't the cause. If you haven't done so already, please do the following actions:
- Even if you are on the latest software level already, download and install the latest Manual Patch file from https://www.quicken.com/support/update-and-patch-20182019-release-quicken-windows-subscription-product to ensure your Quicken software is up to date and correctly installed.
- Reboot Windows.
- Start Quicken. Do not run One Step Update.
- Run BOTH Validate and Supervalidate to attempt to repair your Quicken data file.
- If nothing helps, try to restore your Quicken data file from an Automatic or Manual backup taken just prior to the problems first occurring.
