A new strange error message

This one seems to be missing some parameters. I got this around 00:20 PST 2/23/15.

Quicken user since version 2 for DOS, as of 2025 using QWin Premier (US) on Win10 Pro & Win11 Pro on 2 PCs.

    This is probably the Citi IT Dept informing you that they're blocking access to their servers while they do overnight maintenance. No doubt, the vaiables were supposed to list the actual time frame that the maintenace was going to require.
