Unable to close an IRA Account - Quicken for Windows R61.20/Build 27.1.61.20

I am trying to close an IRA account in Quicken for Windows. It indicates that transactions have been downloaded but nothing shows up as new in the account and it has a zero balance at Vanguard. When I try to deactivate the download, I have the following message: "Quicken can not edit <Vanguard IRA> because there are downloaded transactions that must first be accepted into the account register or transaction list. Finish accepting the downloaded transactions, and then try again". When I try to close the account in the Display Options tab of Account Details, I am able to click OK but I don't get the popup window to enter 'yes' to enable account closure and the account remains open.

Any ideas as to how to close this account?

    A final download from Vanguard before it closed seemed to fix this issue, so that I was finally able to close the account - not sure how it was fixed, but it looks like the download did the trick in clearing whatever was uncleared in the register.
