SSL certificate error: 1617 when importing Quicken MAC QXF file into Quicken Windows

Moving data from Mac (v8.1.2 build 801.56902.100 to Windows (R62.16 build 27.1.62.16) versions of Quicken. I export a QXF file from Quicken MAC, create a new Quicken Windows file, but cannot import the QXF to Quicken Windows. Import fails with Error OL-221-A. When I look at the CONNLOG.TXT file, I see the following:

Any ideas on how to resolve this issue?

What's the clock setting on your Windows PC? The timestamp on these log messages seems to indicate the year 2009 …

The Windows clock setting is accurate. Perhaps there is no COMMLOG.TXT file being produced…
