SSL certificate error: 1617 when importing Quicken MAC QXF file into Quicken Windows

Question

Moving data from Mac (v8.1.2 build 801.56902.100 to Windows (R62.16 build 27.1.62.16) versions of Quicken. I export a QXF file from Quicken MAC, create a new Quicken Windows file, but cannot import the QXF to Quicken Windows. Import fails with Error OL-221-A. When I look at the CONNLOG.TXT file, I see the following:

Any ideas on how to resolve this issue?

After installing Quicken, when running it for the first time, one of the first things that usually happens is that you need to logon to your Quicken ID, to register and activate your installation.

Has that ever been successful?

Your Antivirus software needs to allow Quicken to establish outbound Internet connections for any online-related activity.

The Windows clock setting is accurate. Perhaps there is no COMMLOG.TXT file being produced…
