Budget certain categories based on last years monthly seasonal pattern i.e. Electricity, gas, etc

Currently, when setting a budget, you can choose from the following key options:

1. Apply a monthly average.
2. Manually enter a specific amount for each month.
3. Set a fixed number to carry forward until the end of the year.

Would it be possible to introduce a budgeting method/function/feature

based on last year's spending pattern (4) driven by a total yearly budget? This approach would take the percentage of last year's monthly spending relative to the annual total and apply that same percentage to the new yearly budget.

This would be especially useful for variable expenses like electricity, fuel, gas, and water, where spending fluctuates seasonally
