How to add a currency? Is this a bug?

Using Windows 11, Classic Deluxe vR62.16
I want to set up a bank account that is in Euros.
Quicken Help tells me that first I have to add the currency, so that I can select it when I create the account. The stated method to add a currency is

Go to the Tools menu and choose Currency List. · Click New. · In the Set up New Currency window…

However - my tools menu does not have Currency List, whether I set my View to Classic Menu or Standard Menu.

And while I'm here, I'd like to rant that I can't seem to find a way to direct this question straight to support, instead of asking the community.

Handy of the Help about adding a currency to NOT mention the need to do that.
