How do I open Quicken data without internet connection?

This question was asked before and then the discussion was closed. Much of our city has been without internet for the past 24 hours, at least customers of TelMex. My phone, AT&T, has data and an internet connection. Using it as a hotspot has been the only way that I have been able to open Quicken. I tried airplane mode and other suggestions but in my case, Quicken will not open without an internet connection. Is there something wrong with my application or is this really the way Quicken works? I didn't realize that I was connected to Quicken servers to use the app. I have always realized that Quicken reaches out to see if there are updates but I didn't think it was required to use the app. Is there a workaround?

    @eshoaff is this question for Quicken Windows or Quicken Mac? Your profile indicates Quicken Mac, but you've posted in a Windows category.

    If you are using Quicken Windows, to bypass that Quicken ID sign-on window, just simply hit Esc a few times, or the X in the upper right corner of the window. You will then be able to access your data file.

    When your internet connection is reestablished, you will be required to log in with your Quicken ID.

    Quicken should normally work fine with a hotspot. I use a hotspot all the time when I am traveling, and Quicken works without issue.
