why does the Memorized Payee list intermittently appear all Blue?

Often I'll be entering transactions and all of a sudden the memorized payee list will appear all in blue. When this happens, I can't use the arrow keys to scroll up and make a selection. If I restart Quicken, it goes away for a while. It doesn't seem to matter if I leave Q open overnight, or if I close it every night. Windows 11 Pro. Quicken Deluxe Version R62.16, Build 27.1.62.16.

Does the blue go away when you click on any one of the memorized payees?  That blue indicates a group selection.
