I am having issues with USAA online balance not syncing with Quicken balance, I have deleted the affected account and added the account again and the balances just don't add up! If I do an adjustment, it adds the adjustment to the online balance and the error still exists

The following umbers are not actual account numbers

Example Online balance $100

Quicken Balance $32

Adjust Balance adds $68

Changes online balance to $168

By the sound of it, it sounds like we are talking about a Brokerage account?

So your ending balance in Quicken does not match your on-line balance for a checking account. So it might be a timing issue, checks you wrote, or amounts you deposited and entered into Quicken might not have cleared the bank. I don't use adjustments for bank accounts. I would suggest getting rid of the adjustments (they are sometimes problematic) and just enter checks and deposits into Quicken that you know about then contact the bank (if you can talk to a real person there) and see why they are not reflected in the download from the bank. Hopefully it is just a timing issue, or perhaps interest payments that is causing the two balances not to match.
