Online backup overwrites selected accounts

Quicken Windows 2017 Unconfirmed, Windows Beta Beta
My QW online has 13 accounts selected for sync online.
But I restored an online backup to a new QW installed and it restored 22 accounts.
I suspect it "guessed" my account selected list, but seems like a bug to me.
