FDP-104 Error, ie connection issue

I called Quicken. The guy told me rather abruptly it was my institutions fault. Last time this happened it urned out to be a Quicken issue that resolved it.

I have talked to my Credit Union and they have not changed anything or doing updates to cause this from their side.

Any advice on this is welcome.
