I continually have issues attempting to add online billers, this one has been stuck in this status for about 3 weeks.

Thank you for sharing your experience, though I apologize that you are having continued issues with billers.
One thing you can try is going to the Bills & Income tab, clicking the gear icon on the right, selecting Review and Repair from the menu options.
Once there, select Review and Repair Online Billers.
If this step does not resolve the issue, you will need to contact Quicken Support directly so that they can process an escalation if needed. The Quicken Support phone number can be found through this link here. Phone support is available from 5:00 am PT to 5:00 pm PT, Monday through Friday.

I have done this many times, I will try quicken support once again on this topic. It never gets resolved along with many other issues with online billers or transaction download.
