Red flag indicating transactions available with no transactions
I have enabled auto entry and completed validations with no effect per both posts listed below.
Any other ideas?

This may also occur when you have Pending Transactions, although I do not believe this has been fixed for the "Pending" as technically, "Pending" is not an actual transaction yet.

I have verified all transactions for the account have been downloaded and are listed in the register. Enabling automatic entry in Online Services turns off the flag but the flag returns when disabling with either the general or account specific options. I have attempted the fixes in the aforementioned posts multiple time with no change.

Thank you for sharing your experience.
In some cases, Quicken will tell you that you have downloaded transactions to accept, but you do not see any transactions that can be accepted.
Please review this Support Article that covers this scenario and apply the steps therein. If the steps do not resolve the issue, you will need to contact Quicken Support directly. They can investigate further and process an escalation if needed.
