i have reauthorized both, go through the process of reconnecting and then when all looks fine and wonderful, under "Action" it says do not add and therefore nothing in downloaded. the DO NOT ADD is there and cannot be changed.

"Do not add" typically means that the account register has already been activated for downloading.
Please check the account's status in Edit Account Details / Online Services tab.
If the account register in Quicken is correctly linked to the credit card, a One Step Update should download new transactions.

Missing Some Transactions When Downloading From Bank?

    Please read and try this:

If that doesn't help solve the problem, please tell us more about your issue and how you're processing downloaded transactions. Do you auto-accept, "accept all" or manually review and accept each one of the downloaded transactions?

I am having similar issues with Chase Credit cards. One credit card has not downloaded since October. I have linked/unlinked/linked via Chase to no avail. The article noted above appears to be old and doesn't match my current version of the software.
