How Create a New 2026 Budget without Actuals in Quicken 2013 Deluxe

Well, I've been at it for hours with no luck. I would be most grateful for any assistance with this issue.

I'm running Q2013 Deluxe on WIN 7 (though I soon hope to migrate to WIN 11). I can't seem to figure out how to create a new budget for 2026 without actuals. I've seen a couple of brief discussion regarding the actuals being populated and turned off in the Budget Actions button by suspending "Bill and Income" reminders. But I don't have that option in Q2013 — or at least I can't find it if it exists. I've tried every way to create a new budget without actuals and at this point I am lost.

Any ideas? Thanks, again, for any help you can offer. I'm somewhat at wits end.
