I do a manual full backup of Quicken for Windows at least every day, and have restored my working file from a backup many times before. When I run one step update after a restore, it sometimes shows "syncing with Quicken cloud" for a few seconds, but it has never caused any errors. Today, same scenario, I got CC-800 errors on all 12 accounts at 3 institutions that OSU checks, and had to deactivate and re-establish online backup for all of them.
I'm concerned that my file is damaged. And apparently I can't restore an earlier backup. Why would this suddenly happen?
