Let user decide if tags should remain in order entered or be alphabetized in reports [Edited]

Let the owner decide if he wants the tags to Auto alphabetize the tags when running reports or for them to stay the way they were entered. I enter tags a certain way so that when I run reports they all my like tags are together. I have spent hours fixing them only to run a report and then it auto changes all my tags to alphabetical order. So frustrating. Just keep them the way I enter them!
