Quicken Access Error

Why am I getting this error? I recently upgraded my PC and went to W11.

    This is a known Quicken installation issue with various side effects including the Quicken.msi, that was introduced in the past few releases and has not been resolved yet. The solution is to uninstall and reinstall Quicken and you can refer to this comment for details:
