@Lennox R Conliffe Windows developer here. Quicken is a 32-bit application and can't invoke the functions inside the 64-bit MAPI DLL that ships with 64-bit Outlook. That's a fundamental architectural "bitness" boundary.

Quicken is too old to recompile as 64-bit for a number of technical reasons. If you really need Outlook integration, install the 32-bit version of Outlook. I do development for a recipe program that is in the same boat as Quicken: it's not feasible to recompile the program as 64-bit and we periodically get users wanting to use its email send feature with 64-bit Outlook.
