Following these steps, we were able to install Quicken 2017. However, one additional thing I did was that it said you needed to uninstall Quicken first, but there wasn't a Quicken app listed in the apps. This is a little techy, but if you go into regedit - which I only suggest if you are comfortable doing this- I then searched for quicken - everywhere quicken was found - I deleted that registry item.
It was then installed, and then we copied the old Quicken INI file as discussed in the thread below.
