When I am in the checking register and choose bill pay, I get the dialog about needing to add info, one time. Then when I add the account info and zip it gives the second error code…

Based on the error message, it appears that the payee may have been duplicated. I recommend reviewing the Online Payee List in Quicken.
To do so:
If the payee appears twice, I recommend removing the duplicate one:
Once you have removed the duplicate payee, try setting up the Online Payee again.
