Having issues again downloading Amex transactions as was happening before. It had been fixed but started having issues again a couple of days ago. Getting the attached error message when trying to download Amex transactions.

Thank you for reaching out and reporting the error message you are experiencing. This issue is often resolved by deactivating and then reactivating all American Express accounts, as outlined in our support article on the 324 error. Before proceeding, please ensure you have a recent backup of your Quicken data file.
Step 1: Deactivate the account(s)
Step 2: Reactivate and link the account(s)
NOTE: This process will download 90 to 200 days of transactions, depending on your bank. If you find duplicate transactions in your account(s), you can delete these transactions from the account register.

I am having the same problem and have followed this process without any success. It says they are connected, yet when you look at Quicken I have orange dots next to my four AMEX accounts and nothing is syncing.

The FDP-101 error you're encountering is different from the issue originally reported by the OP. The error you're seeing is associated with a known issue that is currently being investigated, as noted in our Community Alert:
I also reviewed your account on our end and did not find any active errors. Additionally, I refreshed your account connections, so it would be worthwhile to try updating your accounts again by selecting Accounts > Update All Accounts.
