After I posted my issue below, I discovered that following the directions you provided actually created a new Discover entry in my account list. This entry included tons of transactions from years ago, but nothing recent except this month's "Hulu" charge (which is the only thing I currently use this card for, only to keep the card active). This new account was simply labeled "Discover," even though my original card was called "Discover IT." I renamed the account to Discover IT Capital One, and am not going to hide the original "Discover IT" ledger until I'm sure everything is working correctly - probably at the next billing cycle.

Appears to have worked for me, but when looking at my account list, my Discover card still says "No (Activate Downloads)" under the Transaction Download column. I went through the process three more times; each time, I'm prompted that the download setup has already been completed, but the "No (Activate Downloads)" label is still showing for this card.
I closed and restarted Quicken; no change to the "Transaction Download" status.
How to work around this? Windows 11 OS, running Quicken Classic Business & Personal for Windows Both Windows and Quicken are fully up to date.

I'm glad to hear you were able to identify the duplicate account and get things working.
If you'd like to keep tracking the accounts separately, you can simply hide the duplicate account once you've confirmed everything is working properly.
If you'd prefer to continue using the original account and have new transactions download into it instead, I recommend creating a backup before proceeding with the troubleshooting steps below.

Your steps to "Reactivate and link the original account" are the exact steps I took after deactivating my account. These are the steps that created the extra account in Quicken. And YES, I selected "link to existing" and chose my Discover IT ledger from the resulting pick list.

Since you have already completed the deactivation and reactivation process and selected "Link to existing", but Quicken is still creating a new account, this may require a closer review of your account setup.
