Why does the annual budget show a "Everything else" category when Quicken Classic doesn't?

Now that I've fixed the starting month issue with QotW with a newly created budget on QC for Mac, I find when I'm comparing the budget values between QotW and QC the budget values in the annual view do not match. While trying to figure out why I noticed that QotW is displaying a "Everything Else" value which is causing the budget value mismatch. Why is it doing this?

I figured out the issue. I have a couple levels of category hierarchies and what I noticed was that when editing the budget categories, if I selected the bottom most categories and did not select the enclosing/parent categories then the annual budget view in QotW stopped showing the "Everything Else" values.
