This issue is impacting Quicken Windows users in R68.25 and newer, who also have the setting "Automatically add to banking registers" turned off (unchecked) from the Preferences>Downloaded transactions menu.
This is also referred to as the "Downloaded Transactions section", "Unaccepted Transactions", or C2R (Compare-to-Register).
A workaround in the meantime is to collapse the Downloaded Transactions section by clicking the carrot/arrow icon to the left of "Downloaded Transactions" (shown below), although it appears to be a temporary fix:
