When clicking "Set up transaction download" the system freezes

R 69.53 - Quicken Classic Premier

After a failed download reset I tried setting up transaction download. Each time the system just freezes and needs to be shut down via Task Manager.

I have validated and supervalidated. Rebooted the computer. This does not seem to make any difference. It's not just one account.

Tried that, too. No dice. It does go further, it does not freeze, but it also doesn't work to add the account.

Happening to me now on a brokerage account. The method @Jeff Mich described worked for me.

* Have the same issue. Went to update an existing Etrade account and it froze.

Here is what I did instead.

* Click on add new account
* Put in the account info - did not check add password to vault  
* The system found the accounts online and listed them as new
* Linked the accounts to the accounts I already had
* Downloaded and validated the transactions
* Now it is setup for one step update

It won't do it by right clicking and going to online services,  I treat it like a brand new account and then link it during the process. So, yes something is broken.
