No, Mac apps don't work on iPads. There's a mobile app which I think should run on an iPad, but it's more limited than the desktop version and only works in conjunction with the desktop app so you can't use it by itself.
If his intention is to only use Quicken at home, and he owns a Mac or Windows, consider using the iPad with Remote Access software to access Quicken running on such a computer.
