Bills in "Bills & Income" tab won't delete

Quicken Classic Deluxe - Windows - V R69.53 and build 27.1.69.53

If a bill needs updated to show a new amount, then both bills stay. I try to delete the old one multiple times but it keeps showing up again next month.

Same if I try to delete a bill - it shows up again the next month.

Suggestions?

Are you Syncing to Mobile/Web? Is the Sync option in Edit / Preferences / Mobile & Web turned on?
AND
do you actually use the Mobile app on your smartphone or the Quicken on the Web browser-based app?

The Sync process has been suspected of a number of weird things happening with Quicken. Could your problem be caused by Sync?

• If you answer "yes" to the 1st question and "no" to the 2nd question, turn Sync off completely. You don't need it. The Sync process should only be used in conjunction with the Quicken app for Smartphones or the Quicken on the Web browser app. It cannot be used as a replacement for backing up and restoring your Quicken data file.
• If you answer "yes" to both questions, try to Reset Sync so that the current cloud sync file is replaced with a fresh complete copy
Do note that a full Sync process may take many minutes to complete.

How to reset Sync to Cloud
• Log out of your mobile app, then do this on your desktop / laptop:
• Go to Edit / Preferences / Mobile and Web
• Click the "Reset your cloud data" link and follow the instructions until it is complete.
• Sync your desktop file to the cloud
• Now log back into your mobile app

How to turn off Sync to Cloud for the current data file
• Go to Edit / Preferences / Mobile and Web
• Change the Sync radio button and set it to OFF

You state that when you edit the bill that both bills stay, How are you editing the bills?
- Here are steps on how to edit a bill in Quicken. Are these the steps you are following?
How are you deleting the bill? You state that even deleting one of the bills, the next month they both show.
- Here are steps to delete a bill reminder. Are these the steps you are following?
Where is your file located?
- Is it located on any 3rd party storage programs, ( e.g. DropBox, OneDrive, or Carbonate)?
  - If you are unsure, here is a Support Article to help you locate the file location.
When did this issue first start?
- Did anything change on your computer or Quicken at the time of this starting?
  - If so, what was changed?

When I edit, I use the "edit this and all future bills" option. When I delete, I use the "delete this and all future bills". It has always worked in the past but started in the last few months.

Previously, I used a cloud storage for the data file but have changed that to be local storage after receiving warnings from Quicken.

Per the UKR post, I did have Sync on even though I was not using mobile/web. I will see if that works.

Thank you for your response.

Another step you can try is validating your file. Since you had the file on a cloud storage service, validating it can help fix issues that may have occurred while it was stored there.

Steps to validate your file are as follows and can be found in this Help Article.

Go to File > Validate & Repair File.
Check the Validate file box

click OK

After the Validation process is finished, you will see the Data_Log appear in a Notepad window. This file is a summary of the Validation results. Review the Data_Log.txt for messages pertaining to the quality of your data and resolve any that are advised, with instructions you should follow.

Please let me know if you encounter any errors when validating your data file. Also, please let me know if the cloud sync steps suggested by @UKR helped resolve the issue.
