Transfer accounts in budgets deselected

When building my budget, I rely on budgeting in- and outflows to internal accounts via transfers. However, these transfers keep getting deselected (in the "Select which categories to budget" option), and that in turn is screwing up my budgets (along with causing a hell of a lot of rework). It seems it's happening with the monthly program updates, but I'm not 100% sure of the timing.
Is anyone else seeing this?
Going to a backup copy doesn't seem to help as the backup gets loaded with the current set of categories to budget.

Yes, I have noticed that, as well. Another category that gets deselected is scheduled loan payments. I don't know of any fix for this.
