Under Planning --> Budgets screen, I have a blank screen where the categories, graph, budget status and allocated budget shows up.
What I did prior: I decided to delete my category groups and allow them to return to the default groups (i.e. personal expenses). I created a new budget and selected categories under the default group, "personal expenses" and created budget. The screen was blank.
What I tried: I then created a new category group and added a few items to it. The items showed up on the budgets screen.
I would think that I could have used personal expenses group to show my budget. Is this not true?

The Category Groups should be visible in the budget when you select the budget category, whether the category group is default or custom.
Have you tried to do a file validation? File>File Operations>Validate and Repair...Check Validate File and Go. Restart Quicken after completion and recheck your budget. Maybe this will work. Don't forget to backup your data file prior to file validation!
My testing....
I use both custom (non-discretionary) and default (personal) category groups in my budget. I was able to delete a category's custom group using Tools>Category List> by selecting the category and clicking on the edit icon in the Action column. BTW, in the Category List view, you can also add the Group column by selecting the gear icon and checking Group to make it visible.
Now, in the edit screen for a given category, I simply select the "custom name" in the "Group (optional)" pull-down, delete and save. This will revert the category back to the default. Is this how you deleted your custom category groups for those categories?
I tested this approach on my budget and the category assigned to the custom category group (once deleted) automatically reassigned to the Personal expense category group in the budget (since it was previously selected to be included in my budget.
