Can I enter transactions when not on the internet in quicken and quicken mobile

  Shure you can. When you will connect (desktop or mobile), simply don't forget to sync with your Q. cloud.

  Well....
  Desktop - it will want to connect to the Quicken mothership to verify user status.
  Mobile - it will want to connect to Quicken Cloud, and sign in to your Quicken Acct.
