Quicken Premier's throughput has slowed down, at time to a crawl, for the past 3/4 year. Any explanation?

  Assuming that it isn't a resource shortage issue on your computer, caused by a lack of available RAM, CPU cycles and/or I/O overload on your C:-drive I would recommend you perform this task, top to bottom, to see if it helps ...
