Budget reports ok but categories in budget don't show up

I am trying to create a 2019 budget. The expense categories do not show up in the budgeting window. I know there are amounts in some of the categories, because if I run reports, budgeted amounts will show up. But I cannot access the categories to change them. There was a discussion thread on this same issue that terminated a year ago. I have tried the various things suggested in that thread, but nothing is working. I am on Windows 10. The quicken version is Quicken Deluxe, Yr: 2019, Version: R16.14.

You are over a year behind on installing bug fixes for your Quicken software. Please download and install the Mondo Patch file from If the problem persists after you installed the upgrade, please call again.windigo said:...I am on Windows 10. You might wish to ask a moderator to change your question to being Quicken for Windows (and not Mac). That might give your question more visibility to Windows users.
