you for reaching out on the community and telling us about your issue. I believe you're talking about quicken bill pay so I'll list the steps here. On the account list right click on the account and select edit/delete account. From here a popup will open and at the top select online services tab. From here you'll see two small outlined boxes with one saying online bill payment. From here you'll see if there's a connection on the account.
You should be able to check it from here and you'll see the set up now button. Once there you can follow the steps to get your bill pay back up and running.
