Sum Total is not correct on Budget

I have various categories in the income section on my budget report. The total cell (in blue) does not match the category amounts below it. The total cell is much higher. For example there are the following amounts in the column 1000, 1000, 4500, 4500. However, the total summation at the top is over 19,000 should only be 10,000.

In the Budget setup, do you have the parent category checked selected for the various sub income categories?
If you do, then it will catch any category amounts, even if they are not part of the selected sub cats.5
