Why won't QWin match manually-entered transactions from Citibank instead of adding new transactions?

In the last week, I've notices that downloaded from Citibank are showing up as new transactions event though they have been manually entered and therefore should be matched. This is a new phenomenon that I have never experienced before. It is occurring on 95% of my transactions from Citibank.
