Where is the tools menu to add a new category

How do I add a new category in Quicken Starter for MAC? Version 6.4.4

    On the Quicken menu bar, select Window then Categories (or press shift-Command-C) to bring up the Categories window. From there you can add/delete/modify your categories. If that doesn't work in the Starter edition, then I don't know how else you would do it.
