How to change the Budgeting Default Method?

How can I change the budgeting default method to disable carry-forward income and expenses from prior months? I created new budgets and did not use the prior month duplication method.

  There is no global default for Rollover that I'm aware of.
  

  You can change each budget category individually to set rollover options.

  Click the category name, then click the green arrow icon to get the options popup. Change as desired.
