How to stop Quicken from automatically entering values in my budget?

When I make an adjustment to my budget, Quicken will insert values based on my past spending. The problem is, it will do this on categories I have already established, sometimes zero-ing out a parent category by inserting a value on the "Everything Else" line. How do I get Quicken to stop suggesting values in my budget??

I'm not sure if this is what you are seeing but with Quicken budgeting you either should enter budget values at the parent category OR the sub category NOT both. For me, I always enter at the sub category level and my parent categories work fine. But if you enter values at both levels what will happen is that if the sub categories don't add up to the parent category it will "plug" the difference in the "Everything Else" category so that they do.
