Quicken account registration without mobile phone #?

HOw does someone create a Quicken account is they don't have a mobile phone?

    The Quicken ID is your email address. You can leave the phone number blank (or enter your US home phone).
    You can change how security codes are sent, from "Via SMS / Text Message" to "Email".
