Budget - How To Edit

I have a 2023 budget on Quicken and I want to edit some of the amounts in some of the categories. Floating my cursor over the category no longer brings up the gear, the three dots and a delete icon. So how do I make these changes?

    Which view are you in? Annual view or Graph view? Some other view? I dont see this three icon view combination in either Annual or Graph views. In annual view, you should be able to click on the cateogry and then click on month(s) , under the budget column, you wish to make budget figure changes.
