How do I get the Budget Tab to show up in Quicken Premier?

I don't have a budget tab. I want to set-up a budget and I know how to do that. I have the subscription version. I tried going to View and switched between Classic and Standard View and it does not show up anywhere.

  I found out how to do it. It was under TABS to SHOW. It should have been on as a default and I then could turn it off instead of the reverse.
